To promote the reform of freight transport organization and pilot the online handling of freight transport business is to make the goods that need to be transported by railway directly "meet" with the railway freight transport capacity, so that the public resource of railway transport capacity can better serve the society and customers. This is another exploration by the railway department to innovate the service mode, improve the service level, and further facilitate and benefit the people based on the people's satisfaction, and is an important measure to simplify the procedures and links of cargo transportation.

The main objectives of this freight organization reform are "online acceptance, whole-process service, voluntary selection, openness and transparency". "Online acceptance" means that customers can handle freight business through the Internet, and can submit transportation demand "at home". "Full service" means that the customer can put forward the supporting logistics requirements at both ends of the delivery and delivery at the same time as submitting the railway transportation demand, and get the "door-to-door" service. "Voluntary choice" means that customers can either handle freight business online or go to the station business hall (business outlet). The customer can choose which way to handle business.
